In a landmark address to national stakeholders, Mr. Sultan Ali Allana, Chairman of Habib Bank Limited (HBL), has called for the urgent formulation and implementation of a comprehensive National Agriculture Transformation Strategy to modernize and revitalize Pakistan’s agricultural sector. Emphasizing the need to go “Beyond Banking,” Mr. Allana highlighted that financial inclusion alone is insufficient—a holistic, multi-stakeholder approach integrating technology, policy, research, and market access is critical to unlocking the sector’s vast potential and ensuring national food security and economic resilience.

Speaking at a high-level agri-business forum, the HBL Chairman outlined key pillars for transformation, including widespread adoption of climate-smart agriculture, precision farming technologies, digitization of supply chains, enhanced cold storage and logistics infrastructure, and robust farmer financing mechanisms. He stressed that collaboration between the government, financial institutions, agri-tech startups, research bodies, and international partners is essential to drive sustainable productivity, increase farmers’ incomes, and integrate Pakistani agriculture into global value chains.

Mr. Allana reaffirmed HBL’s commitment as a leading agri-finance bank to support this transformation through innovative products, digital platforms like HBL Zarai, and partnerships that extend beyond credit to include knowledge transfer, risk mitigation, and market linkage services. He urged policymakers to prioritize agriculture as a strategic sector, incentivize private investment, and create an enabling regulatory environment that fosters innovation and growth.

“Agriculture is the backbone of Pakistan’s economy, and its transformation is not an option but a necessity for our future. We must move beyond traditional banking to build an ecosystem that empowers farmers with technology, connects them to markets, and builds resilience against climate and economic shocks. The time for a unified national strategy is now,” stated Mr. Sultan Ali Allana, Chairman of HBL.

The call has been welcomed by industry leaders, farmer associations, and development partners, who see it as a timely push for systemic change in a sector that employs nearly 40% of Pakistan’s workforce.
