Pakistan is rapidly moving toward a major transformation in its telecommunications sector as the government advances the Mobile Virtual Network Operator (MVNO) licensing framework, paving the way for new telecom companies to launch services without owning a physical mobile network. The Ministry of Information Technology and Telecommunication has formally submitted the revised MVNO policy to the federal cabinet, marking one of the final steps before nationwide implementation.
The MVNO framework aims to open the market to new mobile service providers who will operate by leasing network capacity from existing telecom operators. This model enables companies to offer voice, data, SMS and digital services under their own brand without building costly infrastructure. The initiative is expected to significantly improve consumer choice, increase competition, and boost service quality across the Pakistan telecom sector.
A key highlight of the updated policy is the dramatic reduction of the MVNO licence fee — lowered from USD 5 million to just USD 140,000. This substantial cut is designed to attract greater local and international investment, encourage fresh market entrants, and promote digital innovation. The government has also extended the licence tenure to 15 years, giving investors long-term stability and confidence.
Industry experts believe the introduction of MVNOs could stimulate new service models, niche offerings, and competitive pricing strategies tailored to specific customer segments. The move also aligns closely with Pakistan’s preparations for the rollout of 5G services, as increased competition and diversified players will strengthen market readiness.
