The Pakistan Telecommunication Authority (PTA) has publicly disclosed the detailed auction mechanism for the upcoming sale of 5G spectrum, outlining the precise process through which this critical national digital resource will be allocated to telecom operators. The finalized procedure, designed to ensure transparency, competitiveness, and efficient price discovery, marks the final regulatory step before the highly anticipated bidding event.
According to the official release, the auction will employ a simultaneous multi-round ascending (SMRA) bidding format, a globally recognized model for spectrum sales. Under this mechanism, bidding will occur simultaneously for all available spectrum blocks across different frequency bands—such as 700 MHz, 2100 MHz, 2.6 GHz, and 3.5 GHz—over multiple rounds. The process allows bidders to compete for their preferred combinations of spectrum, with prices increasing round-by-round until demand meets supply, ensuring market-driven valuation.
The PTA has also confirmed the application of spectrum caps to prevent excessive concentration and promote a competitive market structure. These caps will limit the total amount of spectrum any single operator can acquire across different bands. Furthermore, the authority has detailed the eligibility criteria for participants, which includes existing mobile network operators and potential new entrants, along with the financial pre-qualification requirements and earnest money deposits.

With the rules now public, qualified bidders are expected to finalize their business cases and strategies ahead of the official auction date, which is expected to be announced shortly.
