Engro Vopak Explores Pakistan’s First Refrigerated LPG Import Facility

Engro Vopak Terminal Limited (EVTL) has announced plans to explore the development of Pakistan’s first refrigerated liquefied petroleum gas (LPG) import and storage facility, a landmark project aimed at strengthening the country’s energy security and modernising its energy infrastructure. The initiative forms part of EVTL’s broader investment programme, which exceeds US$200 million and follows the renewal of its implementation agreement with the Port Qasim Authority (PQA).

The proposed facility will significantly expand Pakistan’s LPG storage capacity by enabling the import and storage of refrigerated LPG in large volumes. EVTL said a feasibility study for the project will be initiated soon to evaluate technical, commercial and operational aspects before implementation.

Refrigerated LPG infrastructure is expected to improve supply reliability, reduce logistical constraints and strengthen the country’s ability to manage fluctuations in energy demand. The project is also anticipated to support industries that rely heavily on LPG while enhancing overall energy resilience through more efficient storage and import capabilities.

EVTL, a joint venture between Engro and Royal Vopak, currently operates Pakistan’s only integrated bulk liquid chemical and LPG terminal. The facility handles around 70% of the country’s bulk liquid chemical imports and approximately 50% of marine LPG imports, making it a critical component of Pakistan’s industrial and energy supply chain.

Company officials stated that the investment reflects long-term confidence in Pakistan’s economic potential and regulatory environment. In addition to supporting energy security, the expansion is expected to attract foreign investment, strengthen port infrastructure and improve the efficiency of fuel imports.

Industry experts believe the refrigerated LPG facility could become a transformative addition to Pakistan’s energy landscape by improving storage flexibility, reducing supply disruptions and supporting the country’s growing demand for cleaner and more reliable fuel sources. The project also reinforces EVTL’s role in advancing Pakistan’s energy infrastructure and facilitating sustainable industrial growth.
