Under the programme, the Punjab government has allocated Rs5 billion from the provincial Zakat Fund to provide financial assistance of Rs100,000 each to 50,000 eligible widows and double-parent orphans across the province. The beneficiaries are selected through a transparent digital verification process using the Punjab Socio-Economic Registry (PSER), with additional verification conducted through NADRA where required.
Through JazzCash, recipients can receive funds directly into their mobile wallets, eliminating the need for physical cash distribution and reducing delays, administrative hurdles and security risks. The digital payment mechanism is expected to improve accessibility, particularly for beneficiaries living in remote and underserved areas, while ensuring greater transparency in the utilisation of public welfare funds.
JazzCash stated that the partnership reinforces its commitment to advancing financial inclusion by leveraging digital technology to support large-scale government disbursement programmes. The company has increasingly collaborated with public sector institutions to facilitate secure digital payments and expand access to formal financial services for underserved communities.
The Rahmat Card initiative forms part of the Punjab government’s broader social protection strategy aimed at empowering vulnerable segments of society through technology-enabled welfare programmes. By integrating digital wallets into the distribution process, the programme seeks to enhance accountability, minimise leakages and improve the overall beneficiary experience.
Industry observers believe the collaboration demonstrates the growing role of digital financial services in transforming public sector payments in Pakistan. The initiative is expected to encourage wider adoption of mobile wallets while supporting the government’s vision of promoting financial inclusion, transparent governance and technology-driven social welfare delivery.
