KP Raises MTI Budget to Rs80 Billion Amid Persistent Audit Concerns

The Khyber Pakhtunkhwa government has increased the budgetary allocation for Medical Teaching Institutions (MTIs) to Rs80 billion for fiscal year 2026-27, marking a 22 per cent rise from the previous year’s Rs65.7 billion . This substantial increase establishes the MTI budget as the largest single-line allocation in the provincial budget, managed by the institutions themselves without direct government oversight.

However, health experts have raised serious concerns over the absence of comprehensive external audits for these institutions, which also generate billions of rupees through Sehat Card Plus reimbursements, Institution-Based Practice (IBP), and patient charges . Under the Medical Teaching Institutions Reforms Act 2025, MTIs were granted administrative and financial autonomy, with Boards of Governors drawn from the private sector managing their affairs independently of the health and finance departments .
