CCP Approves Fly Jinnah and Air Arabia Academy’s Joint Venture for Aviation Training in Pakistan

The Competition Commission of Pakistan (CCP) has given the green light to a joint venture between Fly Jinnah Services (Private) Limited and Air Arabia Academy LLC, paving the way for the establishment of Fly Jinnah T3 Flight Academy (Private) Limited—a new aviation training institute in Pakistan.

Following a detailed assessment of the pre-merger application under the Competition (Merger Control) Regulations, 2016, the CCP determined that the collaboration does not pose any risk of market dominance or reduced competition. The venture brings together Fly Jinnah’s expertise in commercial airline services and Air Arabia Academy’s specialized training programs from the UAE, with both parties jointly investing in the institute.

As a full-function independent entity, the academy is expected to enhance the availability and quality of aviation training services in Pakistan. The initiative will address the growing demand for skilled aviation professionals while strengthening the country’s technical training infrastructure.

The CCP’s competition assessment confirmed that since Fly Jinnah and Air Arabia Academy operate in different sectors—commercial airline services and aviation training, respectively—the transaction is conglomerate in nature, with no competitive overlaps. The Commission, therefore, found no substantial risk to market competition and authorized the merger under Section 31(1)(d)(i) of the Competition Act.

The launch of Fly Jinnah T3 Flight Academy marks a significant development for Pakistan’s aviation sector, offering world-class training to aspiring pilots and aviation professionals. By fostering skill development and industry growth, the joint venture is expected to contribute positively to the long-term sustainability of aviation services in the country.
