Capital Development Authority Begins Pilot Testing of E-Stamp System for Land Record Digitization

CDA Sells Plots Worth Nearly Rs15 Billion in First Two Days of Auction

The Capital Development Authority (CDA) has initiated the pilot testing phase of its new Electronic Stamp (E-Stamp) system, a cornerstone initiative aimed at modernizing and digitizing Islamabad’s land record and property transaction processes. The launch of this testing phase marks a critical step toward reducing fraud, increasing transparency, and expediting real estate dealings in the federal capital.

The E-Stamp system will replace traditional physical stamp papers with secure, digitally generated stamps that can be purchased and verified online. Integrated with the Land Record Management Information System, it is designed to streamline the entire workflow—from property registration and transfer to mutation and verification—minimizing human intervention, bureaucratic delays, and the potential for tampering or forgery.

During the pilot phase, the system will be tested with a select group of users and stakeholders, including property dealers, lawyers, and citizens, to ensure robustness, user-friendliness, and seamless integration with existing revenue and land administration databases. Successful implementation is expected to serve as a model for other provinces and regions across Pakistan.

“The commencement of E-Stamp system testing is a transformative move toward a fully digitized, transparent, and efficient land administration ecosystem in Islamabad,” stated a senior CDA official. “This system will protect citizens’ property rights, curb malpractices, and bring much-needed speed and reliability to real estate transactions.”

Upon successful testing and refinement, the CDA plans a full public rollout of the E-Stamp system in the coming months, significantly advancing Pakistan’s Digital Transformation Agenda in governance.
