A leadership delegation from VEON and Jazz, headed by Kaan Terzioğlu, CEO of VEON Group, and Aamir Ibrahim, CEO of Jazz, met with Major General (R) Hafeez Ur Rehman, Chairman of the Pakistan Telecommunication Authority (PTA), to push for reforms aimed at unlocking Pakistan’s digital future. The meeting focused on spectrum management, broadband expansion, 5G readiness, and creating investment‑friendly policies in the telecom and digital services sectors.

Terzioğlu emphasized Pakistan’s role as “a strategic growth engine for VEON, with Jazz at the forefront of driving digital adoption nationwide.” The delegation spotlighted Jazz’s strengths in digital enablement built on strong mobile broadband infrastructure as a foundation for reinforcing digital sovereignty and fostering innovation. They called for forward‑looking reforms, fairly priced and promptly released spectrum, and rationalized taxation structures that are not directly tied to dollar indexation.
Jazz and VEON also highlighted the need for simplified licensing, shared network infrastructure, predictable policy regimes, and separate service provisioning to encourage further investment. They viewed the recent waiver of Right of Way charges in Islamabad as a “positive step toward enabling faster fiberization and the rollout of digital infrastructure,” and urged extension of that reform across Pakistan.
