Pakistan Sets 100 Mbps Broadband Goal for All Users Under New National Fiberization Policy

The Government of Pakistan, through the Ministry of IT & Telecommunication (MoITT) and the Pakistan Telecommunication Authority (PTA), has unveiled a landmark National Fiberization Policy with an ambitious goal: to ensure that every broadband user in Pakistan can access internet speeds of at least 100 Mbps. This forward-looking policy sets a clear roadmap for nationwide deployment of high-capacity fiber-optic infrastructure, aiming to bridge the digital divide and transform Pakistan into a fully connected, digitally competitive economy.

The policy mandates a massive expansion of fiber-to-the-home (FTTH) and fiber-to-the-premises (FTTP) networks across all major cities, semi-urban towns, and rural districts. It introduces regulatory incentives for telecom operators and internet service providers (ISPs) to invest in fiber rollout, including streamlined right-of-way approvals, tax benefits, and support for public-private partnerships. The 100 Mbps universal speed target is designed to support bandwidth-intensive applications like 4K/8K streaming, remote work, telemedicine, online education, and cloud-based services, empowering both households and businesses.

This initiative is central to Pakistan’s Digital Transformation Strategy and aligns with global benchmarks for next-generation broadband connectivity. By prioritizing fibre infrastructure as critical national infrastructure, the policy aims to attract foreign investment, spur innovation in digital services, and create thousands of jobs in the telecom and IT sectors.

“The National Fiberization Policy marks a historic commitment to making high-speed internet a fundamental right for every Pakistani. Achieving 100 Mbps for all will unlock unprecedented opportunities for innovation, entrepreneurship, and inclusive growth, positioning Pakistan as a leader in the region’s digital landscape,” said a senior official from the Ministry of IT & Telecommunication.

Implementation will be phased, with pilot projects launched in key urban centers and underserved regions in the coming months, supported by a dedicated Fiberization Fund and monitored by a high-level inter-ministerial committee.
