PTA Announces New Framework for Telecom Infrastructure Sharing Among 25 Licensees

Pakistan Telecommunication Authority Introduces District Internet Service Licenses to Expand Broadband Access Nationwide

The Pakistan Telecommunication Authority (PTA) has introduced a landmark regulatory framework enabling infrastructure sharing among 25 telecom licensees, marking a significant step toward reducing operational costs, minimizing environmental impact, and accelerating network expansion across the country.

This collaborative model allows multiple telecom operators, including mobile network providers, ISPs, and other licensed entities, to jointly utilize towers, fiber optics, power systems, and other critical infrastructure. By reducing redundant construction and optimizing resource use, the framework is expected to lower barriers to market entry, enhance service quality in underserved regions, and promote sustainable growth within the sector.

The initiative is particularly impactful for rural and remote areas, where infrastructure deployment has traditionally been slow and costly. Through shared access, licensees can expand coverage more efficiently, bringing high-speed connectivity to more communities while improving network resilience and operational efficiency. The PTA will oversee compliance and fair access, ensuring a level playing field for all participants.

“This framework represents a forward-looking approach to telecom development in Pakistan. By encouraging cooperation over competition in infrastructure deployment, we can achieve faster, more cost-effective, and environmentally conscious expansion of services—especially in regions that need it most,” stated a PTA official.

The move is aligned with the national “Digital Pakistan” vision and is expected to attract further investment, foster innovation, and improve the overall quality and affordability of telecom services nationwide.
