The United States has approved a comprehensive $686 million technology and support package designed to modernize the F-16 fighter jet fleet of the Pakistan Air Force (PAF), marking a significant step in strengthening Pakistan’s aerial defence capabilities. The approval was confirmed in a letter from the Defense Security Cooperation Agency (DSCA) to the U.S. Congress dated December 8, 2025.
The package includes the procurement of 92 Link-16 tactical data-link systems — a secure, real-time communications network widely used by U.S. and allied forces — along with cryptographic equipment, avionics upgrades, and comprehensive logistical and training supportAmong the major defence equipment (MDE) in the deal are inert Mk-82 500-lb bomb bodies intended for integration testing; the remaining $649 million is allocated to non-MDE items such as secure-communications devices, mission-planning systems, spare parts, full-motion simulators, software, and long-term support.
According to the DSCA, the upgrades aim to extend the operational life of Pakistan’s Block-52 and Mid-Life Upgrade F-16 jets through 2040, while addressing critical flight-safety concerns. The enhancements are also expected to enable seamless interoperability with U.S. and allied air forces during exercises, combat operations, and contingency missions.
Lockheed Martin has been named as the principal contractor for the deal, and the U.S. has stated that no additional American personnel will be deployed to Pakistan for implementation, nor will there be any adverse effects on U.S. defence readiness. The letter further emphasizes that the sale will not alter the fundamental military balance in the region.
Pakistan’s request for F-16 upgrades dates back to 2021, but the approval had been delayed during a period of tense bilateral relations. The new package represents renewed cooperation, signaling a rebound in defence ties at a time when Pakistan has also diversified its air power with additional platforms.
With this step, the U.S. demonstrates continued support for counterterrorism cooperation and regional security efforts, while Pakistan ensures its air force remains modern, capable, and interoperable with global allies for years to come.
