The high-level delegation met with IMF First Deputy Managing Director Dan Katz, Deputy Managing Director Nigel Clarke, Middle East and Central Asia Director Jihad Azour, and Mission Chief for Pakistan Iva Petrova. Both parties evaluated broader economic initiatives spanning tax collection targets, energy sector restructuring, tariff rationalization, privatization efforts, and plans for Pakistan’s eventual return to international capital markets.
Beyond immediate fiscal targets, the engagements covered long-term economic transformation, emphasizing human capital development, expanded women’s economic participation, technology-driven growth, and private sector-led export expansion. Minister Aurangzeb expressed gratitude for the IMF’s recognition of Pakistan’s program ownership, reiterating the federal government’s firm commitment to maintaining fiscal discipline and advancing sustainable economic policy.
However, parallel virtual negotiations regarding energy sector reforms encountered friction as both sides worked toward an agreement on resolving gas sector circular debt, which has accumulated to nearly Rs1.7 trillion. The primary point of contention involves the Fund’s recommendation that state-run gas utilities reclassify unpaid receivables as direct losses rather than recoverable assets, a measure federal negotiators continue to evaluate as technical discussions carry over into upcoming September sessions.
