P@SHA Calls for 10-Year Tax Stability & One‑Window Compliance to Boost Pakistan’s Tech Exports

The Pakistan Software Houses Association (P@SHA) has issued a comprehensive policy proposal urging the government to enact 10-year tax stability and implement a one-window clearance system aimed at significantly accelerating the growth of Pakistan’s technology export sector.

In its official recommendation, P@SHA highlights tax unpredictability and regulatory fragmentation as persistent challenges for tech firms—particularly startups and small-to-medium enterprises looking to service global clients. A stable tax framework, P@SHA argues, would encourage investment, reduce compliance costs, and enhance confidence among international investors and remote-working partners.

The organization also called for a one-window compliance mechanism—a unified digital portal to facilitate and standardize procedures across agencies such as FBR, SECP, State Bank, and customs—streamlining processes like company registration, tax filing, export documentation, and banking. P@SHA emphasized that such digital integration would drastically reduce administrative overhead, eliminate redundancies, and improve transparency.

P@SHA is also proposing policies to strengthen overseas payments facilitation, extend support for R&D credits, and enhance workforce upskilling incentives for tech professionals and artisans. With Pakistani tech exports currently valued at over $2 billion, the potential growth trajectory is significant.

In a statement, P@SHA executive leadership stated: “Ensuring predictable policy and streamlined compliance will unlock investments, drive scale, and position Pakistan as a competitive player in the global digital economy.”

The association encouraged swift government consultations on these measures, citing successful models from regional trade hubs like Malaysia and Turkey. P@SHA is ready to assist in piloting the compliance portal, contributing to policy drafting, and setting export facilitation standards.

With global technology demand at an all-time high, P@SHA’s recommendations aim to position Pakistan’s IT and tech sector as a regional powerhouse—boosting exports, attracting investment, and generating high-quality employment over the next decade.
